Wouldn't a mentor system accomplish the exact same thing. If you want to be level 15 to go through a dungeon... just mentor to 15. No need for an exp stop mechanic.
I think it is important to be clear I am not suggesting it replace other mechanics like mentoring. But to answer your question no I do not think it would accomplish the exact same thing. While mentoring you would still gain experience and go up levels. If your goal was to stay the same level to ether not out level a friend that is offline or to keep an area at preferred challenge gaining experience would not meet the goal.
I will note that another cool thing DDO did that dose have a similar effect. It let you gain the experience for leveling but until you talked to a trainer you did not level. It had a limit of two levels you could store before you stopped gaining experience but it a lot of times was enough. Now that I think about it EQ had AA’s that could be used as well to maintain a level but was not usable until level 50. So unless AA’s could be started at a much lower level I feel this would not be an ideal replacement. I do like that even though you needed a lot of experience to gain an AA at level 50 so it was not a good idea, you still felt like you were gaining something.

Maybe you don't understand how mentoring will work as far as how VR has discussed it?
The higher lvl player simply delevels themselves temporarily to the lvl of the lower lvl person. It wouldn't matter if you out leveled your friend. You can always play together at the same lvl.
Also, as long as the lower lvl person hasn't out leveled an area, both of you are able to play that content at the proper challenge lvl. We don't know specifics but, even if you did both out lvl an area, you simply have to find a lower lvl person to group with so that you can delevel to their lvl in order to play the content at the proper challenge lvl.

Mentoring would need a player that is the correct level for this to work. Seeing as I typically play with the same people it is likely we would not have room in the group for this to work.

I always assumed stopping experience gain was not commonly used but I am beginning to think it was much rarer to use then I thought. I would love to know if others have ever used it in Vanguard or something like it in other games.

I understand WHY you want to stop experience. But mentoring essentially does the same thing, just better. No matter what level you are, you can always mentor down to a friends level. If you really like doing black rose keep at 15, just join a group of 15s and mentor down.
The only benefit to stopping experience is for twinking various lower level pvp brackets, which shouldnt be a concern here since pantheon is primarily pve focused.

In some MMOs, you don't need a low level player to mentor to. You simply right click on your character unit frame, select "level sync" or whatever you want to call it, and then type in the level you want to sync down to.

Now this might be a way for mentoring to replace no experience gain toggle. I think I would like this option. It would depend on the specifics on how mentoring works but I think I would like this more.

Based on your repeated no for LFG tool I am curious what example you would use to describe a LFG tool. I am also curious if you have ever experienced the LFG tools in EQ and City of Heroes?
Most people that say they do NOT want an LFG tool are referring to wows system of automatically finding players for you.
They are not thinking of the LFG tool window that everquest had, since not alot of people used this that often.
I have to assume this is what's happening. Since I cant imagine why someone wouldn't want a window showing whos /lfg as opposed to /who'ing for it.
This was my thoughts as well. I for one also did not like the automatic system that wow had.

Tbh I did not mind it at first. But as the game became more watered down so did the players. And that's when it really became bad.
Wow was also a pretty linear game in terms of group makeup, tank, healer, dps. Classes didnt entirely matter. So it made sense for that game. I just dont see it working with pantheon.
