This is a brilliant compromise. A longer recovery time for those that want to RP and socialise (~10 mins) or shorter for those that want to use out of combat buffs such as food/poitions that are crafted by the player base. Wins all round.

As you say, if they are a handy utility and feed into crafting and whatnot then that'd be cool.
It would be nice to include potions/food but not have them be a trivial thing - some careful balance is needed, though - if they become easy to obtain and thoughtlessly and always used then you may as well just raise the mana regen rate because everyone will use them and you'll get moaned at for not using them.
