Well I plan on maining a Drawf so I have to say on top of the mountain, I want to find all the richest gems, and minerals and I can gind. Plus, it keeps my beer cold all the way up there so that's a bonus.
Mountain top. Yodeling, alphorn... what’s not to love. Underwater is just bubbles and drowning.
Mountains of course , Best views in Terminus .. Besides I'd drown under the sea :P

Mountaintop, definitely. Not much of a deep water fan myself. Who wants to live in a place where dead fish, whales, etc constantly sink down into your yard mucking up the place. Mountains give you fresh air, beautiful vistas, skiing..what's not to like? Besides, nobody has ever sought out an old guru at the bottom of some icky lake or sea. No, they go to a mountaintop.

i have to go with mountain, simply because I am not a water person.
I would rather live on a mountain top/ within a mountain cave system. There are many reasons why including the field of view, dragons/other mythical monsters that call the peaks and caves their homes, and snowy landscapes.
However, the biggest reason why I would prefer a mountain over the ocean is I can not stand underwater combat. I have yet to see a game make this type of environment fun from a combat perspective. WoW tried to explore this area by dedicating a whole underwater zone in Cataclysm. I'll admit that it was cool to explore the dark depths of the ocean and the deeper that you progressed through the zone the darker it got leading to a constant fear of something lurking in the depths. However, combat in this environment was extremely clunky. It was difficult to judge correct ranges, melee mobs would come at you and start fighting on top of you, AOE spells couldn't be placed within the water and instead had to be placed on the ground which meant that pulls had to be brought down to the seafloor, AOE spells also failed to take in verticality of players/enemies which was a nightmare for group healing. I think GW2 also tried to improve on the underwater combat situation and they implemented situational underwater weapons, however, these didn't make any headway in terms of the clunky combat.

For anyone thinking otherwise....... Go get Scuba Certified. It is an awesome experience to be under water for 45+ minutes at a time experiencing a whole new world.
