Either place would be fine with me as long as i am acclimated to the environment. The underwater is appealing as you could hide pretty much anywhere. Both places would be cold, but water is a more consistant cold IMO. And a mystery lurking behind every corner.... fascinates me
How tall is the tallest mountain? If too tall, not a good place to live at all. Live on the top of something as high as Mt. Everest? Yeah... no thank you! Actually the top of any large mountain would be a pretty suck place to live. Nice view, check it out, then leave.

Underwater. Many games have done mountaintops and the ability to climb or travel there. For the most part the systems work well and requires no out of the box thinking to access. On the other hand, the few games that exist that have enabled underwater regions and zones have at best been mediocre due to adding the Z axis into combat. I haven't seen an underwater region yet than made me ooh and aah. I am hoping that VR has divine inspiration and guidance on this system. Besides, there are pelnty of mountains underwater- you can have your cake and eat it too.
Underwater cause it sounds like most everyone else will be shouting at each other from mountain tops and I'd rather the peace and quiet :)
Juuust kidding. Underwater, though, for sure because I'd rather the view of sea creatures swimming by and cool underwater lighting.
