hm. the purpose of a 15 min wait is similar to that of fishing. from a pyschological standpoint: it's delayed gratification. for example: i remember moments where i arrived at the port just to see the boat leaving and i have the sensation: damn i have to wait 15 mins for the boat. what about the moments i arrive at the port and the boat is just pulling in? it is such a sweet taste even though it's a little morsel.
Ah yes, exactly. Yes, I can remember many times running for the boat, seeing it there and being exicited I caught it on time. Then there were those times where I saw it, and I knew... at any moment it could move away before I got there, causing me to wait the FULL time for its return and then the times where I was able to make it just as it was pulling off.
That right there, is game play, it is the ups and downs, the emotion of play that was worth every penny.

I love the diverse range of answers guys, keep them coming but remember, this is one of my Theoretical CM questions to engage you guys, get us all talking about a topic, see where you all stand on it and interact with each other being the mature community that we are, it does not mean we will have set 15 min wait times for boat in Pantheon.
When we release more official info on our boats we cant hen start discussing real-time boat experiences and issues but until then, let's have some fun and talk around the theoretical question:
"Scenario - You need to catch a boat to another continent and it is still 15 mins away, there are several people standing around waiting with you, do you chat to them or zone out and do something on another monitor/play with your phone, why? #MMORPG #communitymatters"

Bottomline is I'm likely to engage and socialize inasmuch as the folks around me are willing to engage and socialize. I will entertain myself, but I much prefer if there is something entertaining to do.
This is the point. How to fill the time in a sandbox. I mean, the boat is no habbo hotel. What if boat travel needed a skill? like sea-legs, otherwise you would be dizzily weaving to and fro on the boat form sea-sickness,(loss of food and drink) possibly even falling off! or if you needed beers to improve boat skills, which hade an added secret benefit of allowing the catching of more fish or deep see fishing.
So you woud have to get drunk to get on the boat to survive the journey, but would have to get wrecked to get on the boat to do deep-sea fishing while on the journey. Those with low skill could avoid a good portion of the sea-sickness by doing what stellarmind suggested- small mini-game type stuff like peeling potatoes, swabbing the deck, mending nets, etc. However in a storm they could huddle inside or- all hands on deck- and work sails or bowsprit, jimboom, mizzenmast, life-lines for and aft that would help speed the boat along.
Or have gambling on the boat, maybe a fully fleshed out kings court game. I know some people that play red dead redemption and paused for like days just playing cards in the saloon. You would still need sea legs, though.
That could cover all levels, newbies would have to do scut-work. Intermediate could drink, or gamble (which would also improve speed) or operate sails. High "levels" would be drunken roudy deep sea fishers that would have to sing shanties prompted occasionally by NPC's "way-hey up she rises! way-hey up she rises!..". Heck that would make me want to look for opportunities to take a boat.
Obviously this would make dock bars really important, and those players getting off a boat at a far port of call and seeing NO bars would cause concern- where are they going to get the grog for the trip back? can anyone brew? brew what?! and put a players mind at ease seeing a dock ful of bars. Maybe more sophisticated towns would have gouging hi bar prices and the neeed to find a "dive-bar" would be just that- a bar you would have to dive to, to get to.
I am sure I've had conversation in the past waiting for a boat or a flying globin ship in EQ2... I feel that I would certainly take advantage of that time to chat with my guildies, or people next to my character but I could also see myself doing something else, checking twitter on my phone, or youtube on another monitor sadly. I would certainly miss that immersive feeling that we had 15 years ago if I am spending every down time outside the game instead of making friends in game.

I'll probably inspect the people around me and when I notice something interesting I'll engage conversation with that player.
Aside of that, I might buff those standing around, if that's an option.
The npc's around the docks would be my go to action. They have a reason for being at the docks, so let's make it engaging as wel.
Perhaps there are merchants that require something from abroad or to whom I might sell certain items.
Docks might be a good location for fishing as wel, so I could engage in that while I wait.
The overall conversation with others will be a reflection of the community spirit: if it's communicative bunch of people, there will already be conversations happening and might jump in and relax and enjoy the interplayer interaction. IF however the community is not chatty but all walk the /anonymus /afk line...then I'll will not burst out in conversation.
There is a good chance I'll try a commercial opportunity, by trying to sell products that I've created or depending on the mood I might hand out some fluff buffs/products.
The ability to craft at the docks/pier would be great. How you are able to work that in I am not sure. You can fish yes, but you can't put a forge on the pier, it would burn down the pier, but then at least we would be warm while waiting for the boat.

I'd reckon the boat wouldn't leave again so quickly that it'd be impossible to get there in time if you're at a building across the street from the pier. If there's some kind of trade district it would make perfect sense for the harbor to be part of that. Drop whatever you're working on and go for a sprint, then you'll probably still catch it.
As for myself, on a PvE server I'd probably do some fishing while talking to friends or guild mates, or possibly fellow passengers if any are looking to have a conversation.
On a PvP server the piers and boats tend to be some of the more risky areas to be in, so I would find some place with a view of the pier, but out of sight from the most commonly tread paths.
