I would not support this. Your 'downsides' are easily avoided so as to become irrelevant. You can avoid the KOS by factions just by not being in were-form near them. Once your 'were-hunters' are located and the zones/areas in which they appear is known avoiding them is easy. A player could, with the use of a 2nd account, stay in were-form permanently and use the 2nd account for all trips into PC towns, villages, cities.
If you look into the lore of lycanthropes, their change into the wereform was not voluntary and once in that form they were mindless beasts. Yeah, the Underworld movies did away with that otherwise the plot wouldn't work.
I think it would be cool for an expansion to have this race be available. Looking at the lore there seems to be different factions among the lycan. Reminds me when in classic EQ there were the cat race. Thought it would of been cool to have those as a race and then wallah, Vah shir became a thing. Also, Frogloks race came later on. So I am not opposed to having it has a race or something to progeny into. Would be fun to be the misunderstood KOS race based out of fear.
Anything that rewards extra stats would be seen as necessary, and I'm not fond of the idea of being essentially "forced" into making my character look not like my character just to be competitive.
I'm definitely not against having a cosmetic quest/lycan transform reward, though, so long as it's cosmetic-only.
Enchanter may have that with regard to illusion sub-skill that allows illusions to more perfectly mimic the illusion down to intrinsic properties. If we can morph into a Werewolf for instance. Currently only playable races and minor objects are listed so we'll have to see but that's the closest chance to something you're describing. Otherwise, as a side choice for players, it opens up the game to min-maxxing and almost forces players to pick it. The concept you're thinking of is similar to how it worked in ESO. My hope is that if they ever did go that route, it would be removed from something that forces a player's hand.
I would be ok with enchanter version ala EQ1 short-term atk/haste buff. Or have this as a class specific ability - very short-term burst of atk/str power and long cooldown.
I think it would be cool to have a very involved quest to become a Lycan as an illusion (changing faction accordingly similar to EQ1 illusions). Perhaps make the quest require faction grinding to allow for it to be much easier to complete for certain race/class combos. Somewhere along the questline you can choose your were-form and perhaps customize hair/eye color to give a little bit of uniqueness - There could be areas in the game that if you had this illusion you could navigate without agro easier maybe allowing access to specific quest gear or for a guild to maybe gain access to a Boss that would be otherwise impossible to access due to difficulty... and on the flip side of that you could have the lycan hunter faction with maybe a human or dwarf (Paladin race) illusion on opposing faction (similar to Kael/Thurgadin/Skyshrine in EQ's Velious expansion).
edit: Also like EQ illusions, there could be some minor boosts to illusions, and maybe choose one like:
Extended breath hold, Out of Combat Movement Speed, Stationary Hide skill, Out of combat resource Regen, Increased Climb skill, Ability to charge through walls like the warrior skill, etc, etc.
I wasn't advocationg for it to be extra stats or w/e some sort of form from a Quest. I was just saying in Classic EQ there are the cat race on Kerra isle, I think it was called, and remember thinking it would be cool to have that kind of race. Then in Luclin, I think, Vah Shir became a thing, which is basically the cat race. Later on frogloks became a race and people loved it. So if Lycan becomes a race later on, and is developed lore wise a little more, it can happen. Instead of being Iksar KOS because evil they would be KOS because misunderstandings/fear. Just thought it would be a cool archetype to explore because I haven't seen a race in an mmorpg have that type of background yet.
It seems interesting to me this trend of people always wanting to 'play' as any npc type that has any sort of culture. It's not as if we see people begging to play as Giant Rats, or Giant Frogs, or Giant Lizards... until those suddenly gain language and culture and then suddenly it's like "I wanna play as Ratkin, dibs on the name Splinter" or "I wanna be a Frogluk, dibs on the name Kermit" or "Lizard Men as a playable race please!, dibs on the name Geko". There has always been a crowd of people begging to play as Murlocs in WoW.
Giant bats though... never been a Giant Bat culture, so nobody ever begs to have Giant bat people as a playable race. I've never seen anyone have a desire to play the game as a Giant spider, but maybe if we find a Spider city with giant spider scribes keeping a history of spider culture, the masses will start begging to play as Arachnids "dibs on the name Peter Parker."
Just because a race has some history and Lore does not mean we need to be able to have them as a playable race. In Pantheon we have Orcs as a very common enemy type, but they don't seem to have any plans to include 'Orcs' as a playable race. In fact, it seems like any race that is Native to Terminus is not a playable race. All the playable races are ones who came from some other place and got stranded here on Terminus.
If I am understanding the Lore right, these Lycan's are natives to Terminus and not a race that came here from somewhere else. So my guess is that they won't be considered as a playable race in the future. If we do see new races introduced in the future expansions, they will likely again come from another place and need to find their home here on Terminus.

So every single race has npc characters. So are you saying that the races we get to play shouldn't have any npcs of their own kind to interact with? Just curious as to what is wrong with wanting more races to play that fit the game. Doesn't water down the game in anyway imo. I would say another reason is that they are humanoids, so not any npc type as you just stated with bats and rats. So, that is also a reason. Never really seen a sucessful MMO have non humanoids you can play and it be immersive and successful.
Doesn't it seem the Lycandrell have pretty immense knowledge of "the wilderness" and its accompanying ancient wisdom? They seem to be quite powerful - far older, stronger, more intelligent, far wiser. These do not seem to be candidates for player characters in the future.
But I'd bet at least druids will have some cool exchanges with them!

Same. I wouldn't mind another class as well, perhaps a new Healer or Tank. Blood Mage would be a good idea.

Speak for yourself. Add in playable turtles and I'll definitely play a Master Splinter character. They already seem to have the model.
@Janus Oh, that's good! Haha!! I can understand what Goofy is saying and I can agree. Every single NPC race does not need to become a player race. Also, in order for a game world to have a lot of depth and richness then a good majority of the NPCs require interesting lore. I just thought the Lycandrell could fill a character niche that is lacking (there are quite a few folks that enjoy playing anthropomorphic characters) and the werefolk seem to have most plausible background for that to happen in the future. I, myself, don't typically play those races but I can appreciate those who do.
@Kreed99 This is very true as the lore currently stands. I hadn't considered that aspect. Hmm. Welp, it may be as Goofy suggested, we wait to see what other races "appear" in Terminus.
Pity...I was diggin' the werefolk idea. Brings back memories of my tabletop WOD days. :P
