That may not be necessarily true as there could be trade-offs which can play a great part in how you tank, not just that you are a tank. While the Ogre may have a much higher base strength than the Human, that could be offset by a lower dexterity and agility so while the Ogre may hit harder, because of the lower agi/dex it might actually hit less often. Thus the human could have a more uniform DPS output where the Ogre is more unpredictable. With the lower agi/dex, the Ogre could end up with a lower ability to dodge, parry or riposte so the incoming DPS could be more uneven whereas the Human again experiences a more uniform damage intake. In the big picture each could perform the primary function of their archetype equally well but look at the very fine details of a 30 second fight here or a minute fight there one could see noticable differences.
Now you might say "but I'll just load up on agi/dex gear to compensate" and, again, that might not be fully possible. VR has stated for years now that Pantheon will not see the stat creep that we've seen in other games (EQ1 had it in ridiculous amounts) so it could be that starting with a lower stat may stick with you throughout the levels.
With respect to the topic of racial quests, the Ogres may believe that focusing on strength and stamina above everything else works for them so quest lines coming from the Ogres could see a propensity for items rarely seeing agi/dex/cha, etc but always seeing str/sta. Humans could take a more balanced approach. I hope that races are different when it comes to stats otherwise the only reason to pick one race over another comes down to aesthetics.

Races should be significantly different so the choice is not just aesthetics - as you said. But the differences ideally will not make one race distinctly better than others for particular roles - also as you said.
To add - maybe certain statistics improve resistance to mental attacks. Maybe the Ogre isn't as wise on average as the Human, or as intelligent. Maybe when under his or her own control the Ogre is a better tank, but the Human spends more time tanking and the Ogre spends more time gazing around aimlessly or even attacking allies. So even the fussiest group is as likely to take the Human as the Ogre.
That is the *ideal* not I am an Ogre - I win.

And if they do/can then all the better, it would make different warriors of different races gear up differently and give more value to plate with agi/dex/?? in this case instead of all warriors wanting STR/STA or bust.
