Combat UI question

Having watched, I think, every in-game stream on YouTube, I still haven't figured exactly what the band of icons underneath the offensive target's health bar represent.

I guess they are abilities/effects of various kinds, presumably those cast/executed by the NPC, but can somebody please explain in detail how they help the player make decisions?

For the Enchanter, Nick showed us in the latest stream how this will work and presumably for other classes as well. When Mez was applied it would flicker faster when it came closer to its expiration.

Here's Nick explaining it at the 11:00 minute mark. https://www.twitch.tv/videos/300774363?t=11m01s

Thanks, I've watched that session from every other perspective, I think, but I'll check it out tonight.

I take it the icons represent current effects on the NPC, then? Does this include its own buffs, healings, etc.?

From what I've seen on the streams, yes, those icons represent all effects on that NPC.
