1. If the servers are defined by a particular ruleset like PvP, roleplay preffered, one character only, TLC or no drop I will make my primary decision on the rule set.
2. Name :)
3. If a server is classified by timezone, I will look for a server within my general timezone.

Multiple factors go into it. The rule set of the server, the lore around the name of the server, the server population, and other facvors. For instance,in EQ, I chose Bristlebane because I knew it was PvE and that Brislebane was the God of tricksters and Rogues. Since I was playing a Rogue, the choice was obvious.

Pretty much this :) I'll add that I usually ask my guildies to help decide, so that we all settle on the same one initially. Less confusion that way :P

If I don't already have a guild when the game is released, I'll go to whatever server is closest to my timezone with the idea that more people will have their prime gaming hours at the same time.
Location that players are likely to be from. Over many years I have found that EU servers tend to have far more polite and mature populations. Maybe Americans are more likely to give their teenagers or even younger children accounts and they then dominate chat with trolling and "your mother" jokes. Whatever the reason American servers tend to be more toxic.
Ruleset. I will not play on a pvp server except as a change of pace or as part of a preset group. Thus if I am in a guild and it sets up a branch on a pvp server I may help out by creating a character there. By contrast if other things are equal I will play on a roleplaying server before other servers if for no other reason than to avoid the most ridiculous names.
I live in Vegas - so I am a west-coast person (oddly enough, the Nevada state capitol is further west than the California state cspitol). As for Role-playing - like I said I almost never do it - but sometimes, I like to run my own events. Nothing Major - just set up in the noob area and ask new players to bring 15 bone chips or rat tails or bat wings and give them cash for it. Like I said - nothing too complicated and if it helps new players, I'm all about that. In the past, I even set up Guided tour groups to certain locations, like Nektropos Castle. I didn't simply run folks through the dungeon - I took the time to explain what was happening through quests and other lore that one could find on the matter. Just things I like to do...
Hmm. Never thought about this. I guess I usually find a low pop server in the beginning, because eventually it will get high pop. Also, I usually pick timezones that benefit me. Other than that I don't know. Maybe if the server nam sounds cool I will pick it. On WoW I picked Spinebreaker because it sounded cool.
