"Most likely" to both. From the FAQ:
1.12 Will there be different ruleset servers?
We are definitely fans of alternate ruleset servers, be they PvP, role-playing focused, hard-core focused, etc. That said, our ability to offer alternate ruleset servers will depend, at least at launch, on how many servers we need and can support in total.
The answer is “most likely.” We’re unsure of the timing yet, but we’re in talks with other publishers that could help us out with that. Everything in our database is set up to support localization, so it’s just going to be a matter of timing and when it makes sense to do so.
I personally would like a few ruleset / barriers that would make a RP server less desirable for PvE guilds. It often happens now that RP server are choosen by PvE guilds that want less competition, and over the years it tends to inflate the server with non-roleplayers that only join for the guild's fame and uncontested rule of the PvE content.
Of course if server migration is not a thing, it shouldn't be as bad, but still. A few barriers would come in handy.

I am not sure of the grouping...
Ogre, Troll, Dark Elf
vs.
Dwarf, Gnome, Barbarian
vs.
Wood Elf, High Elf, Halfling, Human.
Edit: Found this on the web :
Seems close to what I remember... Tallon / Vallon zerk servers ruleset.

Avatar naming rules are usually the only ones I'm concerned about. Yes, naming your feline-race character Tony The'Tiger irks me in ways I can't even articulate. Also, placing honorifics in one's name or just naming yourself something 733T and/or douchey is also frowned upon. I admit, I once had a troll shaman named "Healz U'Gud" on a non-RP server for fun. But, it was a non-RP server.
I'm okay with certain factions not being able to group or assist other factions as well (PvE or PvP), maybe not be able to /tell or /whisper to opposing factions. Can only communicate via local /say or /shout. We had this in EQ2 in the beginning, which led to the Black Market NPC vendor, who allowed you to purchase from the opposite factions for a hefty mark-up. If that happens, I hope there is a way to disable Black Market browsing of your shop, if you choose.

Gotcha. I didnt know if you had other rules than just the naming of characters.

What are RP rules??
I've also played games where RP was enforced in character. OOC you could chat about anything, but IC there was no talk about Germany sucking and crashing out of the World Cup and no chatter like 'this sword rockz...but an uzi would be so much gooder!'. That along with name enforcement really made for a great experience.
I like RP servers because you tend to get people that are more serious about the high fantasy setting (no/less stupid names or outfits or behaviour) and people who are into RP tend to be much less competitive since it's all about enjoying the game not working against other players.

Unless those players are diametrically opposed to you RP wise - then it should be on for young and old!

Couldnt you just roleplay as a dbag? I've never actually rped but I have to imagine some people use it to just be dicks.

That usually means playing alone, building a character withouth any social bond on a mmo is quite stupid, as it leads to the same results as the "casual betrayer" of any tabletop game : exclusion.
Also roleplay isn't an excuse to relieve yourself of hidden inner wishes of beeing a douche, when that does happen (and it does) good luck getting any interactions, or even groups.
Roleplayers tends to split gameplay and roleplay in two different sections, and while it can be accepted for one to be a pain in the *** in roleplay, wasting everyone's time and fun in the other isn't fairly tolerated.

Never seems to go that way. Maybe it would on a RP-PVP server. I don't even remember folks that role-play 'evil' using it as an excuse to cause conflict.
