I believe Joppa mentioned something to the effect of the Druid would be released "sooner than expected" - but yes... I agree: "Druid me please!"
I personally would really like to at least have a concept of the Druid's mechanics before determining if I'm going to main the SHM or DRU.
(The Shaman's "Fog" line of spells not slowing attack speed was a REAL disappointment for me, but otherwise the class is great. But if I can get similar healing from the DRU while also having some utility and not having to throw 2-4 buffs on 6-10 targets (w/pets) every few mins, I'll likely go DRU (because SHM without attack slow is not what I was expecting to play, and if we're relying on the ENC to slow attacks, I may as well play the DRU).
I'm really hoping druids are similar to EQ1 druids like how shaman have been similar to EQ1 shaman. So they should get at least a dot, a dd, ports, heals, maybe a snare, and hopefully a run speed buff. Given that all healers in Pantheon get xp rez, druids could be an amazing group or solo class.
"Action speed" is like a cast bar for attacks - attacks that are supposed to be dodged or blocked somehow. So slowing action speed is great for allowing players time to pop dodges/interrupts etc., but not what I was expecting. The ENC slows "Attack Speed" (with illusion Tired) and slows "Action Speed" (with Illusion Mental Fatigue).
I didn't notice any difference in NPC attack speed (and I would think 25% would be noticeable). The 20% attack speed increase was noticeable. To directly answer your question Jothany, I don't know for certain how they differ entirely, but it did seem like the NPC 'cast bar' for certain actions were a little bit longer, allowing you to throw on second sight (to dodge the next attack) or perhaps interrupt a spell a bit easier. But ultimately, I found it useless most of the time (maybe for boss fights, but that's not what I 'personally' was looking for in a "slow"). The Enchanter can slow both action and attack speed with separate spells... so there is a difference (or supposed to be?).
I didn't watch Joppa's stream so have no opinion on exactly what he said. Two people I know who spoke as though they had been watching reported that the "goal was still by Feb" though "it could happen sooner".
Either way it sounds pretty close.
