Yes, Provisioning is a general term for all forms of food and drink. Mechanically, the Provisioner will be a tradeskill class focused on making consumable items that grant buffs to the player. Most, if not all, of these consumables can only be consumed while out of combat and will include longer duration buffs. In comparison, Alchemy will be focused on consumables that can be used in combat with shorter duration or even instantaneous effects.
