Perception system type of rumors. If you pick up certain perception pings as you traverse the world, it would be cool to trigger special dialogs with NPCs. perhaps you can trigger the dialog by asking about local POIs in the local area.
A tavern/inn/adventurers guild hall can be a great place for a lot of in game social and logistical systems. Many of these have been said by others and some would require the game system to need/support it.
1) Food and drink vendors, maybe including player controlled vendors
2) Bar mini games for meta game competitions, LFG time killers and general enjoyment.
3) Rent a room to sleep in (the game would need to give a benefit for logging out through an Inn)
4) Rent a room for a party. (certain rooms could be reserved for a specific guest list and temporarily decorated for the event for a period of time)
5) Roving quest giver NPC that are not always there and do not always give the same quest and you need to figure out how to get it out of them. Consider the text being in an NPC to character only window rather than a local open channel)
6) Request board from NPC. Basically simple fetch/kill quests from NPC that disappear when someone takes them.
7) Request board from PCs. Some form of in game help wanted board.
8) Black market vendors occasionally around. Rare goods but terrible prices.
9) Primary location for LFG for adventuring areas within a 10 minute walk.

I knew a long time ago some people including myself thought of a cool idea of adding a LFG function into the taverns, but there were local LFG (only saw it if the the same 2 people went to the same tavern), and plus is would be a great way of keeping the community in focused areas around the map, and it would inherently increase the possibility or multi trading hubs around the world due to simply be looking for a group they would be lookin at other things as in advancing tradeskill, or loki at trade chat.

Agreed. Taverns/Inns should feel organic within the world. The EC tunnel was a natural gathering location given its connection to several other zones. It also offered relative safety for most factions, so that is something that could be a part of the equation when considering the purpose of an inn or tavern.
The problem I see with things like 'rested XP' and LFG tools only being accessible in inns and taverns is that they'll end up being the place where you go AFK.
Of itself that's not that big of an issue, but if the intent is to make inns/taverns a place for players to congregate and socialize then it's probably self-defeating because it'll be hard to just sit down somewhere if the entire place is packed with non-interactive people. Let the AFK'ers congregate in a town square or something, where there's more space.
I like the idea of minigames, bards, (shady) vendors, NPC's who tell rumors about current events (not necessarily quests, but the option is there), personal storage (if you rent a room), the ability to leave a message for another player who isn't online ('mail'), and a place where GM's/guides will occasionally show up to make things more interesting (especially on an RP server).
