What a great idea! The penalty could be not recovering any lost xp (or clearing any xp debt if they go that way). The cost could be a not-cheap consumable provided by the customer? Perhaps even make this one of those spells/abilities that can be 'evolved' such that at it's highest evolution it becomes zone-wide, starting with a much more limited range until its upgraded, like maybe 3 stages of 30m, 100m, zone? The animations might be tricky, but it would be pretty neat to see.

By that premise it'd be more befitting of Summoner as they are summoning corpses. With that said, both classes simply wouldn't make much sense. If you consider the class that best fits the mechanic it would be Necromancer. However, since Necros may not be in until after Live we should then look into which of the healers don't have a rez spell. While Shamans and Clerics have a rez, Druids however, have a life insurance spell which acts as a type of 'divine intervention'. I think the idea would be that they use the earth to swallow the body of their party member near them and spring it up through the soil at their feet. We could balance it so by doing so removes any chances for it to be experience rezzed. Perhaps, on top of that, Shamans can send a corpse to zone-in but only from the location of the corpse. It would offer a different dynamic that plays into the corpse retrieval and would operate counter to their non-exp rez.
Another option is one outside of class dynamics. What I offer is that when a corpse passes the time in which it can accept an experience rez, let's say 3 hours, if in a dungeon, it is then warped to zone-in into a designated location. From there the corpse then becomes invisible to all players but the owner of that corpse. It will then allow them to loot everything but at the understanding that the experience returned is no longer an option.
This of course depends on the time they plan to give for a corpse before the experience rez timer ends. Overall though, it's the best possible solution I can think of that isn't punishing to the point of rage.
Another idea is having the automatic warp concept I mentioned and include it with the Druid system. This way if a group lost their corpses deep in an area and want to more quickly get their corpses, instead of waiting for the 3 or so hours, they can ask a Druid who can do it for them with the understanding that the corpses won't be able to be experience rezed but they'll be able to get to their equipment much quicker.
