I agree with the overall sentiment of what you're saying. I'm not sure the visual effects are quite as egregious as what you describe or what exactly you're referring to though. Granted I've only played warrior up to level 7 thus far... But upon a closer look I can see what you're getting at with some abilities.
Shield Block has a cool visual effect that dissipates into some blue sparkly things. I think it looks great, however my issue with it is I could see in a raid or even 6 player party atmosphere, too many visual effects leading to a lot of over the top graphical feedback that just gets muddled and busy on the screen. A lot of modern games do this and it's just way too much. In Shield Block's case, I'd do away with the blue sparkles, and just keep it to the shield animation, if anything.
Some visual effects are important though. Like it's good to see the visual feedback for Taunt. But more than visual effects, especially for warriors, distinctive auditory feedback is what is most important. Shield of Breaking for example is an important debuff to keep up at all times, and although it has a really obvious visual queue, I'd rather it have a clear auditory queue. Same with Storm (Charge). It has a bit of an over-the-top visual, but I'd rather the emphasis be more on the audio. Think WoW classic warrior, Sunder and Charge sound effects. That's kind of where I'm coming from with this at least.
All in all though the warrior design up to level 10 seems to be really hitting for me, and I'm a hardcore warrior player. The responsiveness of the gameplay is really surprisingly good and VR has done an exceptional job there. But better auditory feedback would make it *really* click.
