  Hello. For the Tavern Keeper, in order to advance to Tier II, I need:
  Level 2 (I am 13) / "Heart" of 0.40 (I am at 0.36) and "Lifetime Trade" of 20s (I am at 50+s)
  
  I have done all of his quests - he has nothing else to offer.
  
  Is there a way to get that last 0.04 "Heart". I seem to be stuck.
  
  Any help would be much appreciated

  I believe the quest givers that don't offer higher tier do so because there are no quests/wares yet created or available.

  The part you addressed, the lifetime trade and such, is leftover from last year's '247' testing period that has been replaced with Chapters & Seasons. VR just hasn't yet bothered to make new UIs for all the npcs.
