Discord. It's a good quality, flexible app with good support and common usage.
Please don't bother with your own in-game, VR. I don't actually want voice to be de facto with random groups. It's often annoying.
Using 3rd party helps to keep it elective and optional, so I can just use it with friends without feeling rude or left out when in PUGs.

I use Discord. Voice quality is good, lots of flexibility , text portion is great for linking info and in-game pictures when playing a game. In game overlay is good when using voice so u can tell who in grp is talking and not have to guess if you dont recognize their voice.
I use many including Discord but I prefer Guilded or Steam. I am fine if Pantheon has no built-in voice but at the same it would not bother me if there was. I manly would be concerned about spending resources reinventing the wheel.
Guilded is my preferred and my reason for liking it over Discord or Steam is it can fill multiple roles all at once. It is not perfect but it can replace a guilds website and chat all in one.

There is more I like as well but the list gets long. If you have not checked it out, I suggest you do. It does everything Discord dose and a lot more.
Discord is the easiest to use and most common, but I really enjoyed Ventrillo. You could have private hot keys to send comms to select groups and individuals. It was glorious. Raid chat - main synergy person (for instance MT and OT) - friend to heckle. Three different push to talk keys. The simplicity of discord lost something great.

Discord is standard these days, but I do wish we could get an updated/modern version of TeamSpeak with some of the features of Discord but with the controls that would allow for more privacy. That'd be worth paying for. Concerning in-game voice, I don't think it's a necessary or worthwhile effort to implement, especially with the popularity of Discord these days and its ease of use. If groups want to hop into voice, we can easily send out a Discord invite.
If you go with the stance that we dont need ingame every one can download discord VR should start looking for parters in the data selling game. If discord becomes a player driven requiment only thouse who are ok with being data mined will pay and play anyways.

Not trying to be negitive I use discord. Think its great, dont join public servers but thats me. Just stating the fact I use free stuff know anything i do on pc is not safe from data mining. Why not use some of that corprate billions to keep VR running.
