So Paladin's do not have shields?
I don't see that they have the skill in the class overview section of the website (https://www.pantheonmmo.com/classes/paladin/).
I don't think I've ever played an MMO that had the Paladin class where they could not use shields. I'm not saying they HAVE to have them but I love the "Sword & Board" and have always looked at Paladins as a sort of Templar Knight sort of thing. Anyone who has watche me play Prot Paladin's in Vanilla WoW will know this.
If they cannot use shields why not? What was the reasoning behind this? Just reading this blurb about them on the Paladin page would lead me to believe that a Shield would certainly make sense:
"At its core, the Paladin is a plate-armored, melee specialist imbued with celestial power. This enables them to wield spoken rebukes with awesome effect. In addition, by shedding the dogma of the Cleric Order, they have devoted themselves to the study of arms and armor, giving Paladins renowned ability in defensive combat.

Lightguard
You imbue your shield with celestial light, increasing your chance to Block for a short time. If using a two-handed weapon, this ability will increase your chance to Parry. While Lightguard is active, your Blocks and Parries will stun the attacking enemy. (Uses Wrath)
They do, it is just not as obvious :).
There is still a lot to be clarified and we don't see all of the abilities. We have been given a lot of information for this stage of a games development but nothing complete. When I first looked at Paladins, I thought the same thing!
Large shields should be usable by Clerics, Paladins, Warriors while smaller shields should be usable by various other classes.
The wiki calls them Tower Shields and Bucklers... IDK.
Tower Shields are heavier shields and are usable by Clerics, Paladins and Warriors.
Bucklers are lighter shields, usable by those unable to wield tower shields.

They seem to have left shields off the list of Paladin weapon/gear proficiencies.
The profession art has a shield, there is a skill listed that use a shield and when we have seen the Paladin used in streams or in game footage they are using a shield.
