Well, considering Bard is listed in the forum section and Necromancer is not, I would assume it has more chance of appearing than Necro does.
I don't know of an exact number, but I can tell you the chance is quite high. Personally, I'm gonna say it must be somewhere in the ballpark of 90% certainty if he's willing to give the "soft announcement" this early: https://youtu.be/4vebn1AN6KY?t=195
And if you watch that video to the end, you'll also hear that the chances of Necromancer being at launch are much less, but we'll see.
On Project1999 the most popular classes (in order) are Necro, Bard then Mage. I personally think they're doing their releases according to class population balancing... not because they're incapable of being creative. (This is also a reason why I "personally" feel they restrict PAL to two races and DL cannot wear heavy armor... yet. Their population of tank classes would be unbalanced.) Summoner is the only class that currently exists that hasn't had gameplay revealed for a reason. Necro won't be available at initial release (maybe a few months later because the class will already be created) and Bard is likely already created but they don't want to hype it up too far out from launch. (Perhaps people on the fence about playing a melee DPS or ENC would jump ship to the Bard, and it is likely that the Necro will be a highly desireable pet class that would outshine the Summoner in terms of gameplay/flavor).

I'm hoping bards will be there at launch. Finally did the pledge thing after reading it's leaning towards the "yes" side of the fence.
The bard was my favorite class from UO, EQ and Vanguard. Funny enough, I think I skipped having a bard in the group when I had Bard Tale II on my Commodore 64 back in the day! Or was it a rogue?
Personally, I am looking forward to playing a Bard.
It is really the only class that has appealed to me and the reason I made my pledge.
I have played them in just about every game I have played that has them as an option, they just fit my personality and playstyle in general.
Currently, there are two projects I am backing; this one and Camelot Unchained: the Bard is the reason.
If they are not there at release, I will be disappointed and don't see me investing in the game/time to level another class.
I will not try to get a refund, but I do not see me being very interested in these games if the Bard is not an option.
Its funny. Im a bard through and through, but Im moreso looking forward to the final epic mcquaid vision. If bard is NOT available at launch all that it really amounts to is me playing through the first 50 levels twice AND having a max level alt. If bard was available at launch Id likely never play anything else, as that is my M.O.. Win/win really. Camelot is another high quality game, and hopefully unchained will further branch out from its roots with something worthy. However; I tend to believe that much like EQ and VG, Pantheon will be in a league beyond even camelot, making anything you can accomplish worth while as you wait for the bard to be born into your spoils. I honestly don't think we'll see Necro at launch, it is the perfect fit for an expansion class as it isn't really needed, it's more of a luxury. Bard on the other hand fills an empty void, because of this I'm confident we'll see Bards at launch.

To be fair, Joppa only said he was as confident as he was when Baz interviewed him way way back. He was pretty confident back then, though, that Bard would make it for release.

I initially thought Necro was too, but that was because Joppa without pause went into talking about Necro (skills) right after that info on Bard. I think I was too hyped from hearing Bard confirmation. Minus should have asked about Necro while the beans were free-flowing!
